I am pleased to learn that the PASSPORT RENEWAL at the UTC requires NO FORM to be filled while you have to fill in the usual form at the main office in Jelapang!

Also, they are open at lunch time!

THINGS GO SMOOTHLY AND QUICKLY AT THE UTC PERAK

We arrived on 2 July 2018 (a Monday morning) at 9.00 am. We renewed 3 passports, 4 Mykads and 1 Driver’s Licence. By 11.15 am, everything was done.

The Driver’s Licence took 5 mins, the Mykads 45 mins, and the Passports less than 90 mins.

It helped that all three departments were on the same floor, almost next to each other.

Urban Transformation Centre (UTC) – Another White Elephant?

Before the advent of the Urban Transformation Centre (UTC), paying one’s monthly utility bills was a tedious chore whereby one had to hop from one centre to another to settle our dues. When the post office started accepting payments, settling our bills became less of a chore but nonetheless still troublesome as not all bills are accepted by the post office. When the UTC was established in 2012, paying utility bills was a breeze. I could go after normal working hours, settle all my payments (TNB, TMB, LAP, JPJ, Indah Water, MBI, etc.) and even renew my passport all within one hour while enjoying a cup of coffee in one of the cafes within the centre. This was in line with the tagline “Urban Transformation Centre or UTC is one of the Government efforts and initiatives providing the urban community with key government and private sector services under one roof” and our PM’s declaration, “I believe this centre will be a hit and will be a benchmark not only in terms of facilities provided, but also excellent services”.

However, as the saying goes, “all good things will have to come to an end” and so is it with the UTC. Of late, the counters at the various agencies in the centre no longer, or refuse to, accept cash payments for reasons I cannot comprehend. There are staff members stationed behind the counters supposedly ‘on duty’ but when you approach them you are directed to the automated teller machines (ATM) to make your payments. Now this is where the problem starts:

  1. Usually there is only one, maybe two ATMs in the agency, what happens when the ATM breaks down (which is quite regular)?
  2. I have seen elderly and some people who are unfamiliar with the machines (yours truly included) fumbling and this delay ultimately causes the queue and patience or lack of it to grow.
  3. Consumers come with two or more bills to pay, imagine the time you have to stand behind them while they are slowly punching in the details.
  4. The machine does not accept coins and we are expected to pay more than the required amount; who benefits from this?
  5. You don’t have the exact amount to feed the machine and request for some small change; don’t expect to get it from the counter.

If we are unable to effect payments due to the above reasons are we supposed to come back another day or go to another centre? Why are we consumers being subjected to such treatment when the sole purpose of setting up the UTC was for our convenience? While the objective of the UTC was received with great enthusiasm, has it been defeated by some bureaucratic oversight perhaps?

I have since stopped using the ‘excellent’ services of UTC and taken my business elsewhere more convenient, like a Petronas petrol station for example.

Flies and filth at food courts

SHOCKING CONDITIONS: Many people have complained about poor hygiene at food courts at the Rural Transformation Centre in Gopeng and Urban Transformation Centre building in Ipoh. … The Medan Selera food court in the state’s Urban Transformation Centre in Ipoh is facing a similar problem and checks by Streets found that the situation is even worse. The floor was covered in dirt and grime. There were leftover food, discarded tissues and cigarette butts. The food court is under the supervision of Ipoh City Council (MBI). Benjamin Paul, 23, who was visiting the nearby UTC complex complained about the stench from the wet market below the one-stop centre. “It is quite an ordeal to patronise the UTC at times. I understand that there is no space in the building, but they could do a better job of cleaning the market.” ..

PASSPORT RENEWAL Monday, 3rd February 2014 Arrived at UTC Perak at 8.10am, waited for doors to open at 8.30am.  8.40am Joined the queue and got numbers 1035, 1036 and 1037. x 8.46am Queued up to get photos taken. z1 y The Passport office now insists on taking your photos. They charge Rm12 for 4 photos. Elsewhere, it is RM10. y Then it’s waiting time. At 10.35am, we have been processed. We leave, to return at 12.00noon to collect our passports. Taking into consideration the large number of people, the process is relatively quick. — NST

One-stop centre clocks 1.5m visitors

IPOH: THE Urban Transformation Centre (UTC), here, has received nearly 1.5 million visitors since it opened in January.

The one-stop centre houses 57 service providers, including 37 government agencies, 13 private companies, and non-governmental organisations. UTC Perak director Sharulnizam Jaafar said he was satisfied with the public reception and added that the management would not be resting on its laurels. “The public response has been very encouraging. It is an indicator that the concept of a unified one-stop centre that places various agencies under one roof is a good idea,” he said. “The management is continually thinking of ways to improve the services for the good of the people.” Sharulnizam said a number of projects were planned to  improve the functionality and aesthetics of the complex. He said   feedback from the public indicated that there were not enough parking bays, especially during peak hours. “Most of the responses from the public centre on the  parking problem,” he said. “This area can get congested, despite the fact that we have 740 parking lots in the surrounding areas. “So to solve this problem, we are in discussions with the Ipoh City Council to add another 300 parking lots in the near future.” Sharulnizam said there were also plans  to modernise and bring more vibrance to the surrounding areas.

You get the standard 4 copies for RM10. a1 Two young women run it, warm and cheerful people… a3 Note all the photos you can have taken, including photos for the application form to get married. a2 Next stop is my destination, the JPJ office. a I go to get my number. aa My number is 1036. They are currently serving 1024. The time is 9.43am. a6

Quick, efficient service! ——– Wednesday, 20 March 2013 I went to the UTC again, my second visit, this time with my wife. She had to renew her international passport. PARKING IS A SERIOUS PROBLEM Aware of the parking problems INSIDE the building, I kept an eye out for empty parking slots as we reached the vicinity. There was one, and I went right in with no hesitation. What did I need?  My present passport, a passport-sized photo, RM150 and my IC (Mykad). I arrived outside the Immigration Dept. It was 1.16pm. After I got a number, a counter clerk attended to me. That was at 1.18pm, two minutes later. There were hardly anyone there. IT WAS LUNCH TIME, so people didn’t expect anyone to be working. Yes, the Immigration Dept personnel were working right throughout lunch time! At 1.21pm, I had been processed, and waited till 1.27pm when my umber came up at the Payment Counter. I paid, and was issued a receipt at 1.29pm. At 1.30pm, I was outside, and took this photo. I was told to return at 2.30pm to take my renewed passport. UTC booth to promote agencies’ tourism packages

IPOH: The newly-opened Tourism Perak booth at the Urban Transformation Centre (UTC) Perak will attract active participation from state’s tourism players.State Tourism Committee chairman Datuk Hamidah Osman said besides distributing brochures of the state’s tourists attractions, the booth, which opened last month, also provide services by tour agencies and hotels.”The agencies and hoteliers can promote their packages here,” she said after visiting the booth here recently, adding that the booth was targeting local tourists.Hamidah also said that there would be an interactive kiosk in front of the booth to allow tourists easy access to find out more about the state’s tourist attractions.

传闻因为怡保城市转型中心开幕,商家业者被谕令禁止营业,我心里充满了好奇,于近日下午4时前往求证。“被谕令禁止营业”之论被证实是谣言,不过肯定的就是附近商家都接获通知,有关13日下午将开始封路,到16日为止。但有商家指出,其实13日中午就已经开始封路禁止车辆通行。 有关封闭道路禁止通行是绝对会造成商家小贩各业者的不便与不满,这些不好听的话我稍后再说,先说一说好的事情吧! 这一个UTC开幕暨新春期间的耍哩隆众欢庆仪式,相信是基于邀请首相莅临的关系,益丰前面的道路获得了重铺(据说中午时间可以封路来铺,造成不便。)而围绕着UTC的走道环境卫生被清理得史无前例的干净,当我看到如此干净的情况,我都吓了一大跳!在与各商家聊天当中我也有提及这件事情,他们均认同非常清洁,史无前例的干净,但希望以后都如此的干净就好。 我走进了巴杀蔬菜贩卖处,和两个人聊了聊,两个人都对有关活动影响到生计不满。其中一个小贩虽然说明天会继续营业,但对于受到影响也有些怨气,我和他开一个玩笑,说:“纳吉来派钱给你啊。”他也只是笑笑的继续收拾收档。 另一个小贩所发表的怨言比较深,从她的口中得知,明天80%的小贩并不会营业,今天营业也受到影响。她指出,基于街道上车水马龙,后部和两旁都被封了道路,只有前方可以让运输蔬菜的罗里停放上下货,即使停放也不能停久,会有人“抄牌”。此外她还说,上次UTC投入营业时,第二财长拿督斯里胡斯尼为UTC主持启动仪式时,有很多巴士的到来导致交通阻塞,也造成巴杀内的小贩大大不便,也因此相信明天会有同样的情况出现,所以就不营业了。 走出巴杀,询问巴杀旁的素食店员工,他们明天会继续营业;但是隔壁的蔬菜批发商就表示明天会停业一天。他和巴杀内的小贩一样,相信明天做不到生意,因此作出停业的决定。我告诉他,巴杀里面的小贩透露80%小贩停业,他说:“应该是90%”。询及今天的营业方面,有关运输方面是否面对问题,他回答说,罗里可以在后面停放,因此问题还不算很大。 询问其中一间药材店业者明天是否会营业,他们的答复还不肯定,但估计明天的活动人潮汹涌,怕控制不了场面,应该会停业一天。 益丰旁边的店铺,饮食业今天都没有开业,相信是因为遭受道路阻塞,昨天中午开始拍苍蝇,今天就干脆不营业了。明天是否做生意?应该就鸟你都不得空咯!其中一间饮食业晚上时候客似云来,越夜越有机,在新年期间相信游子回乡,食客数量方面相信还能倍增,如今却面对封路的情况而关店不做,想必心里怨气非常深! 走进糖果零食商的店铺聊天,他们表示明天不会营业,怕人太多看管不来,也怕有“神手”出现造成不必要的损失。其中一个男人的说法确实太棒了!他说:“政府每天叫人家在体育馆、草场里面搞活动,为什么他们自己却在街上搞?”我听到当场给他一个LIKE!他也表示,如果有关活动只搞两个小时,那就还好,可是如今却封路数十小时,加上还要是新年期间,感到遗憾。他说,根据他的了解,毗邻的数间饮食店明天将不会营业。 另一间是蛋庄,也有卖熟食餐饮业者用具的,她表示今天开工,结果生意额令人太失望了!所以明天将停业。听到她说今天开工,我道:“har?甘咪搞到你今天开工明天又收工咯?”看她的样子也因为这活动的策划感到无奈。基于后面还有很多水果批发商,我就问她有关运输方面是否面对问题,原来离开大约200米有一个小小的后径,目前罗里都从那边进出。 这一趟,我还发现猪肉档被遮拦物围了起来,有些商家透露,里面的猪肉贩现在面对空气不流通的问题,而且很热。 我相信商家们并不反对执政党政府的活动,但干涉到他们的生活,就感到不满。明天即使有些商家继续营业,但人潮汹涌也会导致水泄不通,所以今天还能从后径运输,明天应该都不能了。难道出席者会顺便买菜买肉买水果回家吗?哈哈哈哈哈哈~ d e f _________________________________________________________________ Don’t go to the UTC tomorrow, Friday, 15 February 2013 as it will be packed with BN (read ‘UMNO’) supporters welcoming Najib. Posted by mantaro on Thursday, February 14, 2013 Jangan tutup jalan utama Keadaan Jalan Dato’ Onn Jaafar yang sesak dengan kenderaan akibat penutupan tiga jalan utama berkenaan IPOH – Golongan peniaga di Pasar Besar Ipoh kesal dengan penutupan beberapa jalan utama, di sini.

Penutupan tiga jalan utama seperti Jalan Foo Choo Choon, Jalan Laksamana dan Lorong Laksamana di sini, didapati telah menjejaskan sedikit perniagaan mereka di situ.

30,000 to attend opening of UTC in Ipoh tomorrow

IPOH: A 35,000-strong crowd is expected when Prime Minister Datuk Seri Najib Razak opens the Perak Urban Transformation Centre (UTC) here tomorrow.Menteri Besar Datuk Seri Dr Zambry Abd Kadir said Najib was expected to arrive at 10am.”As such, people should expect the roads leading to and surrounding the area to be congested.”Speaking after conducting spot checks on services rendered by the Ipoh City Council, Zambry said the public could join Najib at the UTC.

Mentri Besar Datuk Seri Dr Zambry Abdul Kadir is satisfied with the construction of two major projects in Ipoh. MENTRI Besar Datuk Seri Dr Zambry Abdul Kadir made a surprise visit to check on the progress and condition of two major projects in Ipoh – the Sultan Azlan Shah Airport and Urban Transformation Centre (UTC). Later, Dr Zambry made a brief visit to the Perak UTC, his second visit to the 500 sq m facility at the former Super Kinta Shopping Centre site. The centre is the third after Malacca and Kuala Lumpur, and is the largest in the country. “I am very happy with the speed of construction as it was completed within seven weeks and I am glad the state government can use the centre as planned. “UTC is strategically located in the heart of Ipoh city and since it was opened on Jan 2, there has been encouraging response from the public,” he said. Dr Zambry said a good number of Ipoh folk were seen queing up for services at agencies such as the Ipoh City Council, Road Transport Department and National Registration Department. “UTC is a new landmark in Ipoh and Perak, where we hope to re-energise the atmosphere in the city centre. “I therefore urge the public to visit the 57 agencies for their services, available from 8.30am to 10pm except for public holidays,” he said. 51 govt and NGOS to provide services at the one-stop centre

THE country’s third Urban Transformation Centre (UTC) has opened its doors to the public in Perak. Ready to answer questions: Azhar (right) enquiring at the information counter. Datuk Bandar Datuk Roshidi Hashim said the state government had instructed all government agencies to commence operations at the Perak UTC located at the site where the Super Kinta Shopping Centre once stood. “About 51 governmental and nongovernmental agencies, including Tenaga Nasional Bhd, Telekom Malaysia Bhd, the Perak Water Board, state secretariat office, and Road Transport Department will provide services to the people at the centre that was completed last month,” he told reporters when visiting the Perak UTC prior to its opening yesterday. Roshidi said the centre was expected to be officially launched by the end of January or early February.     Just don’t understand why close the immigration at bangunan seri kinta years ago and shift to meru and after few years open up again in pasar besar / super kinta who is bearing the cost of this if not us tax payers

    if you want open up the immigration at seri kinta at least make it a full fledge service such as counters for foreign workers and domestic maid. Now people have to rush and queue at meru and it is very unbearable.

    Your comment says good service, you use the service, then you backfire the provider. It seem inconsistent, you don’t know what u want.

    UTC has meal breaks now…1pm-2pm and 7pm-8pm if not mistaken?
    And there’s a roadtax machine in JPJ department,you can renew without a car registeration card(also it does not print on the back of the car registeration card, only gives you the roadtax sticker),but you need a/your MyKad (IC) and a debit/credit card for payment(max RM300 per case and not available for Motorcycles)
    Unfortunately,this machine always goes offline =(

    PS;manual(number-taking) renewals are now limited to 3 cases per number and 5 cases per person EACH DAY…and also TRANSFER cases still cannot be done in UTC JPJ =(
